Validation
CEC, as an independent party (DOE), will sign an agreement with CDM project participants for the validation process. After related application documents (including PDD) have been submitted by participants, CEC starts the formal validation process which will last three months or more. During this time, the work CEC should accomplish includes: making PDD publicly available, desk review, on-site assessment, finishing preliminary validation report then finishing and submitting final validation report to EB.
After the project is evaluated valid by CEC and the final validation report is submitted to EB, it will make the report publicly available and then will register this project as an official CDM project. The detailed process of validation is as below:

Note 1: 45 days for Afforestation and Reforestation CDM project activity, 30 days for other CDM project activities.
Note 2: Background investigation is conducted in the process of Validation.
Note 3: 4 weeks for Small Scale CDM project activity, 8 weeks for other CDM project activities.
Verification / Certification
CEC, as an independent party (DOE), will sign an agreement with CDM project participants for the verification/certification process. Regarding the requirement from EB, CEC will verify both the monitoring results and the emissions baseline of the project.
CEC is responsible for verifying whether the project has achieved a reduction in emissions when compared to a situation where that project is not implemented, and for certifying successful projects.
Finally, EB will issue CERs (Certified Emission Reduction credits) based on the verification/certification report submitted by CEC.
