To further carry out the spirit of Jiang Zemin's "To positively put forward the Certification of International Environmental Management System and Environmental labeling products, for the sake of developing foreign trade" and the requirements of "China Accreditation Regulations" which concerns on the recitative management and the process of converting into enterprise of the products certification Institution. The State Environmental Protection Administration integrated the Ex-Secretariat of China Certification Committee for  Environmental Labeling (CCEL), the Secretariat of China Registration Committee for Environmental Auditors (CRCEB) and certification center of the environmental management system attached to the Academy of environmental science of China and established the new certificate institution----China Environmental United Certification Center Co., Ltd (CEC), to enforce the idea of Life Cycle Assessment which responsible for both the system and products.

Centralizing the outstanding labor,material resources and financial resources in the field of environmental certification, the CEC further shoulder the new task for combining environmental certification system with products, certificated process with environmental policy and the purpose of certification with the development of enterprises, by the way of united command, scheme and performance, CEC is becoming the effective means to

push forward the ISO14000 and to enforce the dominant strategy of national environmental management. After reorganization, CEC has taken over the function of certification that had attached to China Certification Committee for Environmental Labeling products (CCEL) and its secretariat. Its major functions include: to enforce the requirement concerning improving the technique and quality of certification which is issued by State Environmental Protection Administration (SEPA) to make sure the China environmental label is honored, managed and supervised properly; to cooperate with CCEL for publicizing and honoring the Environmental label and the like.

The CCEL and its secretariat will not be responsible for the specific certificated jobs. Its major functions include: to investigate the developing situation and tendency of environmental label both domestically and overseas, and to suggest the types and developing directions of the Chinese environmental labeling products, following the lead of SEPA and the relevant departments attached to the State Council; to publicize China environmental label; to enhance the certification and promote the environmental labeling products; to honor the outstanding units and individuals in the field of environmental labeling: to urge the related international communication and the like.

Whereas, the SEPA will concentrate on the following functions: to offer the policy support to Environmental labeling products and provide the technologic leading as well as scientific standardizing, therefore to issue the guide and requirements for Environmental labeling certification; to launch the research of environmental labeling technology and policies; to supervise the certificated activities according to the regulations of environmental management. Hence the honor of "China Environmental Labeling" will become more formulated and rational. The establishment of CEC marks the thorough enforcement of the strategy, saying "the products and system should interact with each other, in terms of the former promoting the latter and the latter assuring the former". In order to normalize enterprises,' and other social organizations' environmental behaviors, the ISO14000 system establishes two centers

concerning on the organizational management (ISO14001) and products (ISO14020) respectively. The ISO14001 and ISO14020, namely the "double green Eco-strategies minimize the pollution made by people from the aspects of management and the

products' design, so as to economize resources and improve the environmental quality. On one hand, the center integrates the "double green" united certificating mode involving environmental management system and environmental labeling certification, on the other, it formulates several united certificating systems consisting of ISO9001 and ISO14001; ISO14001 and OHSAS18001; ISO9001, ISO14001 and OHSAS18001 and so on, based on some single certificating system like the Environmental management certification, Environmental labeling products certification, occupational safety management system, quality control system and the organic foodstuff certification and so on. The China Environmental Labeling will continue to shoulder the new task for combining the certificating system with products, certification with policies, and certificated purpose with the development of enterprises.

In ten-year development, China Environmental Labeling has formulated a great number of environmental-friendly enterprises and products, which have practiced the means of environmental harmlessness. The idea of "Ecoproducts' consume" promoted by Environmental Labeling have reached many people and formed a strong desire for environmental-friendly products. Based on the previous achievement, China Environmental Labeling began to meet the international standard and has formed an international certification system in every meaning, owing to the issue of international standard of ISO14020 and ISO14024.

Since more and more people have accepted the concept of "sustainable development", we have reasons to expect more for the China Environmental Labeling.
