This standard is developed for the purpose of implementing the Law of the People's Republic of China on Environmental Protection, encouraging effective use and conservation of resources of copy paper manufacturers, minimizing the adverse impacts of the production, use and disposal of copy papers on the environment and human health as well as improving environmental quality.
This standard puts forward the requirements for such aspects as the raw materials of copy paper, discharge amount of water pollutants and water consumption per ton of paper during the production as well as the brightness of paper.
This standard is a guiding standard and applicable to the certification of environmental labeling products in China.
This standard is put forward by the Department of Science, Technology and Standards of the State Environmental Protection Administration.

This standard was approved by the State Environmental Protection Administration on December 21, 2007.
This standard shall be put into effect as of April 1, 2008.
This standard shall be interpreted by the State Environmental Protection Administration.
Technical Requirement for Environmental Labeling Products
Copy Paper
1. Application Scope
This standard specifies the basic requirements, technical contents and determination method for environmental labeling product ─ copy paper.
This standard is applicable to the copy paper used by office equipment such as copying machine, printer, fax machine and multi-function machine.
2. Standard Quotation Documents
This standard quotes the provisions of the following documents. The effective version of all quotation documents without specific date is applicable to the current standard.
GB 20811 Technical requirements for reuse of waste paper
GB /T 7974-2002 Determination (diffusion/vertical method) the brightness of paper, paperboard and pulp
GB /T 18916.5 Quota of water withdrawal Part 5: Paper Products

3. Basic Requirements
3.1 The quality of copy paper products shall meet the requirements of QB/T 2342.
3.2 The discharge of pollutants of relevant enterprises shall meet the requirements of relevant national and local standards on pollutant discharge.
3.3 Water withdrawal of enterprises shall meet the requirements of GB /T 18916.5 and relevant local standards.
3.4 The scale and technical equipment of enterprises shall meet the requirements of relevant national and local industrial policies.
4. Technical Contents
4.1 The raw materials for the production of copy paper shall meet the following requirements.
4.1.1 The imported wood raw materials shall come from sustainable forests. The sources of domestic wood raw materials shall meet the requirements of forest laws and regulations in China.
4.1.2 The non-wood raw materials from wild plants sources shall meet the provisions of the Regulations of the People's Republic of China on Nature Reserves and Regulations of the People's Republic of China on the Conservation of Wild Plants.
4.1.3 Waste paper raw materials shall comply with GB 20811.
4.1.4 The raw materials of original pulp shall comply with the requirements of 4.1.1 and 4.1.2.
4.2 In case no less of 30% of copy paper using waste paper as raw materials, the discharged amount of water pollutants and water consumption per ton of paper during the production process of the copy paper shall comply with the requirements of relevant national and local standards.
In case no use of waste paper or no more than 30% of raw materials using waste paper as raw materials, the discharged amount of water pollutants and water consumption per ton of paper during the production process of the copy paper shall comply with 80% of national limits. Relevant enterprises shall comply with local standard if it is more stringent than 80% of the national limits.
4.3 The upper limit of the brightness of copy paper shall be 5% lower than the existing standard (absolute value).
4.4 In case that an enterprise uses base paper of copy paper to manufacture copy paper, the production of the base paper shall comply with the requirements of 4.1, 4.2 and 4.3.
5. Determination Method
5.1 The technical requirements specified in 4.1, 4.2 and 4.4 shall be verified through site inspection and document review.
5.2 The technical requirements specified in 4.3 shall be determined according to the determination method in GB/T 7974-2002.
